The International Organization for Migration (IOM) is inviting applications from qualified professionals for two Information Management National Consultant positions under its Displacement Tracking Matrix (DTM) programme in Burundi.
The consultancy will support IOM's information management, data collection, data analysis, GIS, reporting, and visualization activities. Successful consultants will contribute to programmes addressing population mobility, displacement, returns, climate-related displacement, disaster risks, and humanitarian needs.
This is a national consultancy opportunity with a contract of up to 11 months, while the specific consultancy assignment is expected to run for six months.

About the Assignment
The consultants will work with IOM's Displacement Tracking Matrix (DTM) in Burundi.
DTM collects, analyses, and disseminates information on population mobility, displacement, returns, needs, and vulnerabilities among mobile and displacement-affected populations.
The assignment will contribute to DTM activities linked to the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) project and PRM-funded interventions.
RE2CLID, funded by the European Union and implemented by IOM, focuses on strengthening the resilience and self-reliance of communities affected by displacement, disaster risks, climate change, and environmental degradation.
The consultants will help strengthen IOM's capacity in data collection, information management, analysis, visualization, reporting, and production of evidence-based information products.
Key Responsibilities
The Information Management National Consultants will be expected to perform a range of technical and analytical responsibilities.
Data Collection and Field Monitoring
The consultants will support the preparation and implementation of DTM surveys and other data collection activities.
Responsibilities will include helping develop and test digital data collection tools and monitoring field data collection activities.
They will also provide technical support to enumerators and field supervisors to ensure that data is collected accurately and according to established procedures.
Data Cleaning and Quality Assurance
A major component of the assignment will involve ensuring the quality and reliability of DTM datasets.
The consultants will:
- Clean and validate quantitative datasets.
- Conduct data quality checks.
- Identify inconsistencies and errors.
- Follow up with field teams to resolve data-quality issues.
- Maintain complete and accurate datasets.
- Document data management processes.
Information Management and Database Management
The consultants will manage, update, and maintain DTM databases and datasets.
They will process and organize data so that it can be used effectively for analysis, reporting, programme planning, and decision-making.
The role will also involve responding to data and information requests in accordance with IOM's established data-sharing and data-protection procedures.
Data Analysis and Reporting
The successful candidates will analyse DTM data and identify important trends, patterns, and findings related to:
- Population mobility
- Displacement
- Returns
- Disaster risks
- Climate-related displacement
- Migration and other relevant areas
They will prepare analytical outputs, including statistical summaries, reports, factsheets, presentations, and other information products.
Dashboards, Maps and Data Visualization
The consultants will also contribute to the development and updating of:
- Dashboards
- Data visualizations
- Thematic maps
- GIS products
- Other information management outputs
Experience with Power BI, ArcGIS, or QGIS will therefore be highly valuable.
Training and Technical Support
The consultants will support the training of IOM staff, enumerators, and partners on data collection tools, information management procedures, and data quality.
They will also provide user support, guidelines, training materials, and technical assistance to programme staff and implementing partners using data collection systems.
Data Protection
The successful consultants must ensure compliance with IOM Data Protection Principles throughout the collection, management, analysis, storage, and dissemination of information.
Data must be handled responsibly and securely, particularly information relating to vulnerable populations, displaced people, migrants, and other affected communities.

Qualifications and Experience
Applicants should have a university degree in one of the following fields:
- Information Management
- Statistics
- Data Science
- Computer Science
- Geographic Information Systems (GIS)
- Geomatics
- Geography
- Demography
- Economics with a strong quantitative component
- Another relevant field
Candidates must have at least three years of relevant professional experience in information management, data management, statistics, GIS, monitoring and evaluation, research, assessments, or related areas.
Applicants should demonstrate experience in:
- Data cleaning and validation
- Data quality control
- Quantitative data analysis
- Managing quantitative datasets
- Digital data collection
- KoboToolbox
- ODK or similar platforms
- Microsoft Excel for data processing and analysis
- Producing analytical reports and statistical summaries
Experience with Power BI or GIS software such as ArcGIS or QGIS is highly desirable.
Knowledge of SQL, Python, R, or other data-processing and statistical tools will be an advantage.
Previous experience with IOM DTM, humanitarian assessments, displacement, migration, or population mobility data will be considered a strong advantage.
Language Requirements
Applicants must have fluency in both French and English.
Language proficiency will be evaluated during the recruitment process and may include written and/or oral assessments.

Consultancy Benefits and Important Information
IOM provides consultants with coverage against occupational accidents and illnesses under its Compensation Plan for the duration of the consultancy.
However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for obtaining their own medical insurance and will be required to provide proof of coverage before commencing the assignment.
The appointment is subject to funding confirmation, medical fitness certification, accreditation, applicable residency or visa requirements, and security clearances.
IOM also maintains a zero-tolerance policy towards sexual exploitation and abuse, sexual harassment, abuse of authority, discrimination, and other conduct inconsistent with UN and IOM principles.
