The position is based in Gashua/Bade, Yobe State, and will support the implementation of the Agri-Food System Transformation and Innovation (AFTI) project. The successful candidate will provide technical support for Community Grain Banks and post-harvest aggregation and processing hubs while working with farmers, producer organizations, youth operators, aggregators, and other agricultural value-chain actors.

About the Role

The Program Officer – Post Harvest & Infrastructure / Grain Bank Officer will provide technical support for the operation, management, and sustainability of five Community Grain Banks (CGBs) and five post-harvest aggregation and processing hubs under the AFTI project in Bade LGA, Yobe State.

The officer will help improve grain aggregation, drying, storage, processing, quality control, and value addition.

The role is also expected to contribute to the project's target of reducing post-harvest losses by at least 20%, increasing the use of improved post-harvest technologies, strengthening aggregation systems, and supporting sustainable management of community-owned agricultural infrastructure.

Key Responsibilities

Grain Bank and Infrastructure Management

The successful candidate will:

  • Support the effective operation and management of Community Grain Banks and post-harvest hubs.
  • Conduct routine assessments of warehouses, equipment, and facilities.
  • Identify maintenance, repair, and improvement requirements.
  • Support the establishment and strengthening of inclusive Grain Bank Management Committees.
  • Develop and implement Standard Operating Procedures, user agreements, safety procedures, and maintenance plans.

Post-Harvest Management and Technology

The officer will provide technical guidance on:

  • Grain receiving and weighing.
  • Drying, cleaning, grading, and packaging.
  • Storage and stock rotation.
  • Quality control and moisture management.
  • Pest control and food safety.
  • Post-harvest loss reduction and value addition.

The role will also involve supervising the installation, operation, and maintenance of equipment such as dryers, grain cleaners, shellers, threshers, milling machines, moisture meters, weighing scales, and hermetic storage systems.

The officer will train and coach community and youth operators on equipment operation, occupational safety, hygiene, quality control, and routine maintenance.

Aggregation and Market Support

Responsibilities will also include supporting grain aggregation, inventory management, revolving stock mechanisms, and accurate stock records.

The officer will work with farmers and relevant project staff to encourage the use of Community Grain Banks and post-harvest services.

The successful candidate will also collaborate with the Market Linkage Officer to ensure that aggregated commodities meet buyers' requirements concerning quality, volume, specifications, and delivery.

Monitoring, Coordination and Reporting

The officer will maintain equipment inventories, stock records, maintenance logs, and hub utilization records.

Other responsibilities include monitoring facility performance, service utilization, revenue, maintenance funds, and technology adoption.

The successful candidate will coordinate with government institutions, agricultural extension services, private-sector suppliers, processors, aggregators, and other technical partners.

The role will also involve collecting and reporting data on grain-bank utilization, post-harvest services, equipment functionality, and post-harvest loss reduction.

Qualifications and Requirements

Applicants should have a Bachelor’s Degree or HND in one of the following fields:

  • Agriculture
  • Agricultural Engineering
  • Agricultural Economics
  • Food Science and Technology
  • Post-Harvest Technology
  • Crop Production
  • Agricultural Extension
  • Engineering
  • Or another related discipline.

Candidates should have 3–5 years of relevant professional experience in areas such as post-harvest management, grain storage, agricultural infrastructure, warehouse management, aggregation, or agricultural value-chain development.

Applicants should also have practical knowledge of grain drying, cleaning, grading, moisture management, storage, pest control, packaging, quality assurance, and post-harvest loss reduction.

Experience with post-harvest equipment, warehouse inventory management, stock reconciliation, commodity tracking, farmer cooperatives, producer marketing organizations, aggregators, government agricultural departments, private-sector actors, or NGOs will be an advantage.

Fluency in English and Hausa and/or relevant local languages spoken in Bade is essential.
