About the Consultancy
Plan International Nigeria is seeking qualified and experienced consultants to conduct an end-of-project evaluation (endline study) for its Training Impact project. The evaluation will be implemented across six Local Government Areas in Adamawa and Sokoto States, covering a total of 30 schools.
The assignment will assess project outcomes and provide evidence on the effectiveness, relevance, sustainability, and impact of the interventions. The successful consultant will be expected to use appropriate quantitative and qualitative research methods while ensuring strong ethical, safeguarding, gender, and inclusion standards throughout the evaluation.

Evaluation Locations
The end-of-project evaluation will cover six LGAs across two states:
Adamawa State
- Fufore LGA
- Numan LGA
- Michika LGA
Sokoto State
- Bodinga LGA
- Sokoto North LGA
- Tambuwal LGA
The study will cover 30 schools in total.
Scope of Work
The consultant will be responsible for designing and implementing an appropriate evaluation methodology capable of answering the project's endline evaluation objectives and key research questions.
A mixed-methods approach, combining quantitative and qualitative data collection, is recommended. The consultant will need to explain the rationale for the selected methodology and demonstrate the technical capacity and experience required to implement it effectively.
The assignment will include piloting data collection instruments, reviewing relevant project documentation, conducting primary data collection, validating data, undertaking quality assurance, analysing findings, and preparing comprehensive evaluation reports.
The methodology will initially be presented in an inception report before proceeding to subsequent stages of the endline data collection.
Sampling and Data Collection
The consultant is expected to propose a clear sampling strategy for primary data collection. The proposal should explain how respondents will be identified and should cover:
- Proposed sample size
- Respondent disaggregation
- Number and type of locations
- Sampling approach and justification
- Sampling units and sampling frame
The final sampling methodology will be agreed as part of the consultancy process.
Child Safeguarding and Protection
Because the evaluation will involve young people, the consultant must demonstrate a strong commitment to child safeguarding and protection.
Plan International prioritises the safety, dignity, rights, and best interests of children and young people. The consultant must therefore ensure that all participants are protected from harm, abuse, exploitation, discrimination, and unnecessary risks during the research process.
The evaluation should provide safe and inclusive opportunities for young people to participate, with particular attention to the voices and experiences of adolescent girls and young women.
Participants must be able to provide free and informed consent or assent and must have the right to withdraw from the study at any time.
The consultant must also ensure confidentiality and anonymity and use age-appropriate questions and methodologies that take account of participants' literacy levels, age, disabilities, and individual circumstances.
Sensitive issues should be approached using trauma-informed practices, particularly where respondents may have experienced violence, discrimination, flooding, displacement, injury, or loss.
Gender Equality and Social Inclusion
The evaluation must incorporate gender equality and social inclusion throughout the research process.
Where applicable, surveys should aim for a 40% male and 60% female participant ratio.
Female facilitators should lead focus group discussions involving women and adolescent girls wherever possible. The consultant should also ensure that data collection approaches are accessible and sensitive to people with disabilities and other potentially vulnerable groups.
Gender-specific deployment of enumerators is encouraged, with female enumerators engaging female respondents and male enumerators engaging male respondents where appropriate.
Ethical Requirements
The consultant must comply with relevant national and international ethical research standards.
Key requirements include:

- Secure handling and protection of personal data

Key Deliverables
The successful consultant will be expected to provide, at minimum:
Inception Report
The inception report should include:
- Updated implementation timeline
- Research matrix
- Detailed methodology
- Draft sampling methodology and sample size
- Draft data collection tools
- Ethical and safeguarding considerations
- Risk assessment
- Consent forms
- Proposed data analysis and quality-control methods
- Justification for selected research methods and techniques
Other Deliverables
The consultant will also provide:
- Final data collection tools
- Final sampling methodology
- Sampling units and sampling frame
- Final sample size
- Draft research report
- Cleaned quantitative data files, such as Excel or SPSS files
- Qualitative data transcripts
- Syntax/codebooks where applicable
- Completed consent documentation
- Final evaluation report, including an executive summary
- Evaluation findings presented in PowerPoint
Required Qualifications and Experience
Interested consultants are expected to have at least a master's degree in Social Work, Education, or another relevant field.
Applicants should also have:
- At least 5 years of experience working with INGOs, CBOs, or CSOs in education-related programmes
- Experience working in both development and humanitarian or crisis-affected environments
- Experience in Northeast and Northwest Nigeria is highly desirable
- Strong experience conducting complex evaluations
- Proficiency in quantitative and qualitative research methods
- Strong analytical and research skills
- Experience with gender equality and social inclusion
- Knowledge of child protection and child rights
- Ability to work independently and meet deadlines
- Excellent report-writing and presentation skills
- Willingness and ability to travel to remote locations
- Excellent spoken and written English
- Ability to communicate in at least one local language in Adamawa and Sokoto States
