The International Organization for Migration (IOM) is currently seeking applications for the position of Technical Adviser (Knowledge Management, Insights & Documentation – OHOPRS Secretariat). About the Position
The Technical Adviser will support the OHOPRS Secretariat and Poverty Intelligence Lab by transforming complex technical information into actionable knowledge products for policymakers and senior government officials.
The role combines policy analysis, documentation, strategic communication, institutional learning, and knowledge management functions. The successful consultant will help establish systems that ensure knowledge generated through humanitarian and poverty reduction programs is captured, organized, analyzed, and used to improve decision-making.
Key Responsibilities
The selected consultant will undertake a broad range of responsibilities, including:
Knowledge Product Development
- Prepare policy briefs, executive summaries, strategic insight notes, and technical reports.
- Translate research findings and program results into decision-making tools.
- Develop donor briefs, stakeholder reports, and ministerial briefing materials.
- Ensure quality assurance and consistency across all documentation products.
Policy Analysis and Strategic Insights
- Analyze data from humanitarian and poverty reduction programs.
- Identify emerging trends, opportunities, risks, and policy implications.
- Support evidence-based policymaking and strategic planning processes.
- Produce recommendations for senior government officials and development partners.
Knowledge Management Systems
- Design and operationalize a comprehensive OHOPRS Knowledge Management Framework.
- Establish institutional repositories for reports, policy documents, research outputs, and lessons learned.
- Develop document management systems, archiving procedures, and information classification standards.
- Improve access to institutional knowledge and strengthen organizational memory.
Documentation and Institutional Learning
- Document workshops, policy dialogues, stakeholder consultations, and field missions.
- Prepare meeting reports, action trackers, proceedings reports, and decision logs.
- Capture lessons learned, innovations, and best practices.
- Support adaptive management and continuous learning initiatives.
Stakeholder Engagement
- Collaborate with government ministries, development partners, UN agencies, and research institutions.
- Support knowledge-sharing initiatives and coordination mechanisms.
- Facilitate evidence dissemination among key stakeholders.
- Represent the knowledge management function in technical meetings when required.
Required Qualifications
Applicants should possess:
- A Master's degree in Knowledge Management, Public Policy, Development Studies, Public Administration, International Development, Economics, Political Science, Governance, Communications for Development, Social Sciences, or a related discipline.
- Strong understanding of public policy and development programming.
- Experience working within complex institutional and multi-stakeholder environments.
- Excellent writing, analytical, and communication skills.
- Ability to synthesize large volumes of information into actionable recommendations.
Professional Experience Required
Candidates should have:
- At least seven years of progressively responsible professional experience.
- Expertise in knowledge management, policy analysis, governance, humanitarian programming, or development planning.
- Experience supporting governments, international organizations, development partners, or UN agencies.
- Proven ability to produce high-quality policy documents and analytical reports.
- Experience establishing and managing knowledge repositories and documentation systems.
- Previous experience working with Government of Nigeria institutions and development partners will be an added advantage.
