PATH Nigeria Open Call for Consultants – Health Policy, Advocacy and Communications

PATH Nigeria is inviting experienced consultants and specialist organizations to join a roster for short-term assignments in health policy, advocacy and communications.

The opportunity is designed for experienced professionals who can provide specialized technical support on a project-by-project basis across health policy, government engagement, advocacy strategy, health financing, communications and related areas.

Selected consultants may be engaged for defined, time-bound assignments as PATH's portfolio expands across sub-Saharan Africa, donor capitals and multilateral forums.

Applications are being accepted on a rolling basis, meaning interested professionals can submit their applications without waiting for a single fixed closing date.

About PATH

PATH is a global nonprofit organization working to advance health equity by developing and scaling health solutions and working with governments, partners and communities.

In Nigeria, PATH works across areas including health systems strengthening, digital health, malaria control, vaccines and data-driven decision-making. PATH says it collaborates with organizations including Nigeria's Federal Ministry of Health and the National Primary Health Care Development Agency. Its Nigeria office is located in Abuja.

PATH's Center for Advocacy and Policy focuses on bringing health solutions to scale through evidence-based policy and practice change. Its work includes policy development, advocacy, health financing, regulatory systems and strengthening the capacity of local advocates.

About the Consultant Opportunity

The open call is intended to build a roster of experienced consultants and specialist organizations capable of providing additional technical capacity when specific projects or assignments arise.

Selected consultants may work on individual assignments covering areas such as policy analysis, advocacy campaigns, government relations, health financing, communications, stakeholder engagement and multilateral advocacy.

The opportunity can therefore be relevant to senior professionals with a strong record of working with governments, international organizations, donors, civil society organizations and other stakeholders in health and development.

Areas of Consultancy Work

Consultants selected for the roster may support PATH with a range of activities.

Political Economy and Stakeholder Analysis

Assignments may include political economy analysis, stakeholder mapping and development of influence strategies for specific countries or regional institutions.

Consultants may be expected to understand the interests of different stakeholders, identify opportunities for engagement and help develop practical strategies for achieving defined policy objectives.

Advocacy Campaigns

The role may involve designing and implementing advocacy campaigns.

Potential activities include developing theories of change, power mapping, message and narrative development, planning advocacy moments and mobilizing coalitions to support specific policy or financing decisions.

Experience demonstrating measurable policy or public-sector outcomes is particularly relevant.

Policy and Technical Documents

Consultants may develop professional advocacy and policy materials, including:

  • Policy briefs
  • Positioning papers
  • Technical reports
  • Presentations
  • Advocacy tools
  • Strategic communications materials

Strong research, writing and presentation skills are therefore important.

Health Financing and Public Financial Management

Some assignments may focus on health financing and public financial management.

This can include budget-cycle engagement, domestic resource mobilization, investment cases, debt and fiscal-space analysis, and other work designed to support health financing decisions.

Candidates with specialist expertise in health financing or economics may therefore be particularly relevant for assignments in this area.

Government Engagement

Consultants may provide technical policy engagement with ministries of health, ministries of finance and national regulatory authorities.

The work can also extend to regional and continental institutions, including the African Union, Africa CDC, AUDA-NEPAD and the African Medicines Agency, as well as multilateral institutions such as WHO governing bodies, the Global Fund, Gavi and Unitaid.

Advocacy Communications

The consultancy roster may also involve communications-related assignments.

Potential work includes media strategy, opinion-editorial development, press materials, polling and public-opinion research, launch packages and other advocacy communications products.

Candidates with experience in digital campaigns, earned media, audience targeting and rapid-response communications can highlight this experience in their applications.

Facilitation and Convening

Consultants may be asked to design and facilitate collaborative processes involving government officials, donors, civil society organizations, researchers and other stakeholders.

This requires the ability to manage group dynamics, communicate effectively with different audiences and facilitate discussions involving stakeholders with different interests and levels of influence.

Assignments may also involve planning and delivering high-level regional or global events.

Advocacy and Funding Proposals

Another potential area of work is advocacy and funding proposal development.

Consultants may help articulate theories of change and translate advocacy strategies into proposals for philanthropic, bilateral and multilateral donors.

Experience working with international donors and financing mechanisms is therefore listed as a desirable qualification.

Required Qualifications and Experience

PATH's core requirements include demonstrated experience in health policy, advocacy or government engagement in low- and middle-income and multilateral settings.

Applicants should also have:

  • Fluency in English
  • Strong client-facing communication skills
  • Strong facilitation skills
  • Ability to work independently
  • Ability to operate in dynamic, multicultural and politically sensitive environments
  • Project management skills

A degree in Public Policy, Public Health, Economics, International Development or a related field is desirable, although equivalent experience may also be considered.

Desirable Expertise

PATH is particularly interested in candidates with demonstrated experience designing and implementing advocacy or political campaigns that achieved a defined change in government policy, budget or public commitment.

Additional desirable experience includes systems thinking, stakeholder mapping, digital and earned-media campaigns, and professional proficiency in French or Portuguese.

Experience advising ministries of health or finance, regulatory authorities, legislatures or regional bodies can also be valuable.

Specialist expertise may include health financing, public financial management, regulatory systems, global health security, digital health, artificial intelligence in health, noncommunicable diseases, climate and health, investment-case economics, strategic communications, polling and public-opinion research.

Established relationships with health policymakers and networks in priority countries are also listed among the desirable qualifications.

Application Requirements

According to the current listing, interested applicants should submit:

  1. CV of no more than three pages, or a capability statement for organizations.
  2. Short cover letter of no more than one page, summarizing relevant experience and identifying the applicant's principal area or areas of specialization.
  3. Daily consulting rate in USD.

Applicants should make their submissions focused and demonstrate specific experience relevant to the consultancy areas rather than submitting a generic CV.

Working Arrangement

The opportunity is structured as a short-term consultant roster.

The current listing describes the opportunity as global and remote, with priority for candidates based in or able to work across sub-Saharan Africa, donor and multilateral capitals.

Consultants may be engaged on a project-by-project basis, and PATH indicates that it will prioritize candidates and organizations available for short-notice deployments or remote technical support.

Application Deadline

Application Closing Date: Not Specified

Applications are accepted on a rolling basis.

Because assignments may arise according to project needs, interested consultants and organizations are encouraged to submit their applications rather than waiting for a specific closing date.

How to Apply

Interested and qualified consultants and specialist organizations should follow the application instructions provided in the current PATH recruitment listing.

Application:

Applicants should prepare a maximum three-page CV or organizational capability statement, a maximum one-page cover letter identifying their relevant expertise, and their daily consulting rate in US dollars.

Candidates should also clearly identify their strongest specialization, such as health financing, policy advocacy, government relations, strategic communications, digital health, global health security or another area listed in the opportunity.

Final Note

This PATH opportunity is best suited to experienced health policy, advocacy, communications and government-engagement professionals, rather than early-career applicants seeking a conventional entry-level position.

The consultant roster can provide PATH with specialist expertise for specific, time-bound assignments across health policy and advocacy. Since applications are accepted on a rolling basis, qualified professionals and organizations can submit their materials for consideration as relevant consultancy needs arise.
